Flexible Spending Accounts

The Illinois Department of Central Management Services (CMS) offers state employees the opportunity to pay these expenses tax free through a Flexible Spending Account (FSA). Use the following options to calculate your tax savings.

  • The Medical Care Assistance Plan (MCAP) allows you to use tax-free dollars to pay eligible, medically necessary expenses incurred by you, your spouse, and your dependents during the plan year; and,
  • The Dependent Care Assistance Plan (DCAP) allows you to use tax-free dollars to pay eligible child and adult care expenses incurred during the plan year.

Through convenient payroll deductions, you may contribute up to $5,000 tax free to one or both of these plans. The amount of your contribution is deducted from your pay and deposited into your FSA account before state, federal, and Social Security taxes are withheld. This amount does not appear on your W-2 Form as taxable income--and a lower taxable income means you pay less taxes and have more disposable income.

If you feel the FSA program may be advantageous to you, contact your Group Insurance Representative (GIR) during the Benefit Choice period or within 60 days of an eligible change in family status to enroll in one or both programs.
