AFSCME 1110 Disciplinary Process

Some Illinois State University Civil Service Employees are covered by the AFSCME 1110 collective bargaining agreement. The AFSCME 1110 discipline process differs in many important ways from the VIP process. AFSCME 1110 is a progressive and corrective system. Steps in the AFSCME 1110 discipline process:

Formal Steps

  1. Oral Warning (Department Level)
  2. Written Reprimand (Department Level)
  3. 1-3 workday unpaid suspension (Human Resource Level)
  4. 4-14 workday unpaid suspension (Human Resource Level)
  5. 15+ calendar day unpaid suspension (Human Resource Level)
  6. Discharge (Human Resource and SUCSS Level)

Remember:

  • It is the policy of Illinois State University that discipline should be administered to employees only when there is just cause.
  • All employees covered by this agreement have the right to Union representation at any investigatory meeting which may result in discipline.
  • Disciplinary meetings for misconduct which the Employer decides requires immediate action shall be held as soon as practical and only oral notice will be given in such cases.
  • Discipline Notification shall be issued in a timely fashion.
  • Whenever an employee is given written record of oral warning, written reprimand, suspension or discharge, notice of such action shall be given to the Union.
  • Management will not discipline employees in the presence of other employees, the public, students, faculty or other staff.
  • The Employer retains the sole right to discipline and dismiss learner and probationary employees.
