Civil Service - Filling a Vacant Position
Civil Service employment at Illinois State University is governed by the Statute and Rules of the State Universities Civil Service System. All applicants on the employment register must qualify to test for a position based on their training and experience. The HR Partner will refer candidates with the three highest scores at the time of the vacancy for an interview.
To fill a status position, work your dean, director, or staff administrator to gain approval and funding for the position. Logon on to www.jobs.ilstu.edu/hr. If you do not have a User Account, please create an account requesting to become a Hiring Manager and/or a Department Head to submit to Human Resources for approval. Civil Service Rules Applicable to the Referral Process:
- On the date the interview process begins, the employment register is "frozen" and individuals taking the exam for that classification after that date cannot be added to the list of candidates.
- If, after interviewing at least three candidates, it is determined that none of the three meet the expectations of the position, it must be withdrawn for 30 days from the date of the last interview and new candidates recruited. This withdrawal period is also imposed if a change in classification is desired after interviews have been conducted.
- Individuals on layoff from a position in the same classification as the vacant position are automatically offered the position. There is no interview, except to allow the laid-off employee to learn about the duties and responsibilities of the position and the working environment. No probationary period is served.
